I can't delete the steam folder
I am trying to start over from scratch with Steam. I have uninstalled everything from steam, but the folders are still there. I cant delete the folders or anything because it says i dont have permission. I dont know what else to do.

At home edition you are still restricted even as an admin to delete or change stuff.. Just activate your build in administrator (there are plenty of guides for that). Other way is through safe mode as someone wrote above.

Either way those are really your only options as a Home Edition user.

Reboot to Safe Mode and then delete what you need to.

Next time, install Steam to C:\Steam
Then you won't have this issue.

An update: I had this happen to me as well. Had Microsoft help me out. My issue was that even after uninstalling the games there remained folders I couldn't open or delete, and they took up about 4 GB of space altogether. The tech guy mentioned that it was a problem with Steam itself, not with Windows 10, as he had issues deleting everything himself, even after trying every trick in the book. Same issue. My solution was to not have Steam automatically start when the PC started, thus not "holding captive" any Steam files or folders, which enabled them to be deleted.

Alright, safe mode, intel program, nor deleting every subfolder worked for me.
For me, safe mode would not have helped because in my situation, it was NOT the intel program that was preventing me from deleting the folder, nor was task manager going to help. Also, the bug caused me to not be able to delete the steam folder nor the subfolders because "I needed admin permission from damn MYSELF"

Many people who commented previously mentioned that we don't get admin permission to program files or program files (x86).

Giving myself permission to the steam folder didn't do anything, however changing the OWNER of the program files (86), or whatever steam is in, allowed me to delete the Steam folder with no errors.

Not ONCE on this giant internet did one person even MENTION the program files folder and it's owner alongside this error everybody is getting.

No crap I keep telling people this, it's very simple, take ownership of the folder.

If you folks stop install Steam into Program Files, this never happens.

When people encourage to look into security options, it is easy to find your way to the section that allows you to change the ownership, however, it does not solve everything related to this problem by itself alone. I have killed Intel process, set both ownership and permissions to myself, yet still i cant change the properties of one ♥♥♥♥♥♥♥ .mp3 file thats located directly in Local Disk: D.

It can be useful to have that but..... I`d advise against adding TOO much crap to your context menu`s unless you know exactly what you`re doing and know how to remove stuff if needed, broken context entries in your registry can really slow down or mess up windows explorer. It`s relatively easy to take ownership of files and folders using the properties window and it`s not something you`ll need to do a lot of. Lots of programs add their own entries (archivers for instance), and the list can get stupidly long, (I try to keep mine as streamlined as possible).

Install Steam under custom folder and it still has this issue :v

Then there is some other reasons; cause putting Steam to say C:\Steam for example, ensures you have full control of the folder when installed by an Admin user, no limited access, or UAC non-sense...

Also, no need to install Steam, just re-use an old Steam.exe if you can.

i was able to delete the folder using McAfee using they tool i think is call "Shredder" in spanish i think in english is the same but select the folder and tell delete complete and then it will tell you to respar the computer and then you can delete all folders, BUT you need to delete one by one, i mean you cant delete a folder with another folder inside but you can delete an empty folder, it will take a while but, i did:D

You are never an "admin" when something is within a system folder on Win8/10
Thats just how it is.
This is why not to install something like Steam Client or Games into Program Files when u need full Admin access across Steam + Games. System folders (the folders put there by the OS) do not allow admin access; these must have a full control security level for "System" User
