For the millionth time; go to Safe Mode > Delete what you want; DONE
STOP installing Steam into system folder and you'll never have this issue.

Look up msconfig
On the Boot tab tick > Safeboot > Network > Apply and Ok
Restart your computer to apply the changes.
After that you will be able to delete the folder you want.
make sure when your done go back to the boot menu and uncheck Safeboot > Network and apply and Ok
Thanks to the guy who helped my out on Microsoft support!
1. Install Process Explorer. No, this isn't a virus. Its something that Microsoft themselves made. I'll post a link: https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
2. Extract the Process Explorer and there should be 2 of them. As far as I know, doesn't matter which one you use. A window will pop up.
3. On the top bar look for "Find" and then under it click the only option which is "Find handle or DLL" and another smaller window will pop up.
4. Type in "Steam" and it'll show you all the processes that are running with Steam. These processes are stopping you. Why? I don't know. But the most common one is the igfxEM.exe process. Click on it and it should find and select igfxEM.exe on the main window.
5. Right click on process in the main window and select "Kill Process".
6. Repeat step 5 for all other processes under Steam.
You should be able to delete the entire folder without going through each one, or having to reboot your PC.
This worked for me. You are a gentleman and a scholar.
And a big two middle-fingers up to Intel for locking the dir for whatever stupid reason they thought was totally legit.

This is why you generally just happen to have more success doing such things under Safe Mode.
Cause nothing at all is running that could interfere. However, there is still the Account and System level permissions and overall file/folder Security that will still all apply.
Do yourself a favor, disable your Intel GPU if you dont have a need for it.
Rid the system of those Intel GPU Drivers and Software.
However, you can't do that on a Laptop; Intel + NVIDIA GPUs in Laptops will still need to both be enabled and both sets of Drivers kept up to date, everything the NVIDIA GPU does MUST pass through the Intel GPU before it hits the Display.
Install game clients to C:\...
Not Program Files...
If you have any security software (like anti-virus) then make your root Steam folder (or others you have issues with) as an entry in their Exception listing. There is zero reason for your anti-virus to be constantly scanning your game client and game folders all day long, which is what they do when u launch a game client or a game. In gets in the way of gaming, period.
When you want to scan all of that, do a full system scan.
Unless (here's where the analogy breaks down) you have another problem, then it might not surface.
Anything inside a system folder (which is where u all seem to be putting Steam and other stuff like Origin, Uplay and your Games) are all subject to UAC
C:\Steam would not be subject to this.
