If you're not geting the 64-bit version, its because your OS is not 64-bit
my PC is 64 bit 100% sure on that but is there a way to change your programs from 32 bit to 64 bit and will it make the performance better

The only immediate benefit is access to more memory. Since memory isn't an issue when it comes to CS:GO, it wouldn't matter.
You downloaded 32 bit Steam because there's only a 32 bit steam version available. In the case a program does check for you whether it will download a 32 bit or a 64 bit version, it checks the OS, not the browser.
There was one for a short while, but it got dumped because of various reasons, among which, no performance benefits, double maintenance for the team, and problems with stability.
8gb RAM = 64bit , i think you cant change 32bit to 64bit. Thats normal but you can maby change your ram usage with the start command:
-heapsize (numbers behind the =)
512MB = 524288 / 1GB = 1048576 / 1,5GB = 1572864 / 2GB = 2097152 / 4 GB = 4194304

other start up commands:
-high ( This will start the game in high-priority mode / better performance )
-threads ( how many threads csgo can use form the cpu )
-nojoy ( Remove joystick support, more ram free )

2. CS:GO only exists as a 32Bit game.
It doesn't matter if you have a 64Bit OS or browser. Steam and CS:GO will always run as 32Bit.
