That activation process goes over the steam banking servers and is 100% secure.

A code has not only to be generated, this is done on all the cardboard gift cards, that have a code already printed on them, there is an additional step and that is called "activation".
If you buy a code in a shop, they use an internet connection to steam and activate the code there.
No activation means the code isn't worth anything and will not be accepted no matter if it is on a cardboard gift card or from an online source.
That's also why trying out numbers and letters will also not work, even if you would get a code right, you haven't activated it first. And of course stealing the gift card from the shop is also useless.
Also putting in too many false tries, will get you IP banned for some time and will raise a red flag on Valves side if you try too often.
Fraud can always get your whole account busted and in the end also you taken to court.
