I have purchased steam cards and when added to my steam wallet it coverted to the local exchange rate - a $20 steam card conveted to approximately $15 usd last time I did that.
The biggest problems I expect you to have is:
1) card not activated.
> if it was paid for at the counter of the shop and the person behind the desk knows what they are doing then this is not a problem.
2) card already used.
> someone used a key generator and happend to get the code on your card.
3) card gives less than what you extect because of currency conversion.
> Patience - wait till the exchange rate is better, same as waiting for sales.
I have no idea if number 2 is even possible but would not suprise me if it was.
edit: spelling
