They should not as that's no longer how steam sales work because of the refund system.

Some devs may modify their prices during it but most wont as it's a horrible time to do so.

They don't. All sales are active during the whole summer sale.
Highlighted deals change, but not the deals themselves.

they changed everyday in previous sales but in this one they dont

Raisin56, you haven't been on Steam for a while, huh? They stopped doing such sales when they introduced the refund system.
