Error Code: -103

when I enter Steam client, this message keep on showing up (Error Code: -103

Unable to connect to server. Server may be offline or you may not be connected to the internet.)

Steam doesn't allow me to go into store, community or my profile. I have to use VPN to go in, but then it doesn't allow me to verfy my account and can't buy games in the store. Because of this problem I can't even change my store location to where I live. However, it still does allow me to download games and chat with others.

nah, I had this problem even before summer sale, I think it's the client or my internet problem
