Cursor Rubber Bands

How are you all doing today?
Let me start off by saying I'm new to PC and the terms and all that, so try and dumb your answers down a bit, thank you!
My cursor worked fine all night, I played PUBG for about an hour and I had no problem moving the cursor around. After checking out the steam store for a little, I installed ESO and was customizing my character, took a short break and my cursor is rubber-banding to the center of my screen. I tried unplugging the mouse and keyboard, plugged it into a new USB port, still nothing. The cursor disappears but reappears in the center of the screen and the same BS happens. I googled solutions, mostly came up with LoL and various topics on the topic but none pertained to me. Something about a game pad and I don't think I have one of those. I have an Rii keyboard and mouse which I thought was the problem because it looks cheap, so I tried another mouse but still the same story. If anyone has any tips or solutions, please help! Just bought the whole set up recently and do not want to send it back in to get fixed haha. Thank you in advance.
