Hammer Vertex tool not working

I'm trying to make a world in Hammer World Editor, and when I try to use the vertex tool, it doesn't work. I got it working yesterday, but now it seems to not work. Please help

I got some similar issues, I use it to form some cliffs and stuff, but for some reason when I fix everything to smooth it out and then load it, it is broken again, and it isnt issue with saving as different changes to map stay.
