NEED PERMISSION TO DELETE/ACCESS FILES
Hi, I donno if others have had this problem before, but I can't seem to delete Steam files clean off of my computer. I have uninstalled things through Steam's app, but files still linger in my C Drive. When I try to delete these lil buggers from my machine it says that I don't have permission... I am the owner of this computer and have Admin permission on.

I don't understand.

This isn't the first time either. I deleted steam once already from my computer MANUALLY, literally needing to delete files by hand. Now, that I have returned I installed the Source Filmmaker, and that now won't even let me see inside some of the files! My computer crashed mid installation of some of the "DLC" for it, so I tried to reinstall it but Steam insists I have it, but I don't! It's not in my library (Software Library). It's rather annoying. Please help, thanks for taking the time too.

With UAC, being the administrator on a PC doesn't necessarily mean everything is done as administrator, strangely enough. For starters, try restarting your PC in safe mode and deleting the files there.

I had an issue with some mod files, (needed admin permission to move/delete them. I am the admin)
right clicked on on steam desktop icon - properties - security tab - gave my account full control of steam.
rebooted my comp & I could do what I wanted.
