If it would be over a year, then you'd have this cooldown for a reason.
The purchase has to take place between 30 and 365 days.
Check when you last made a purchase,

If you don't want this to happen again you have to buy something (from the store) once a year.
The last purchase I have made was in April 2016, which probably a year ago. So I do not know why I still have this.
As long as you have a purchase every 335 days there won't be even a single day you'd have this cooldown. (Because then by the 365th day, your purchase would be 30 days old.)
Because it has to be less than a year ago.
Basically, I have to buy a game annually just to be able to access the Steam Community Market? Isn't this a bit pain in the a$$?
Not a pain in the butt if you're actually active on the Steam community, whether it be for using the Market itself, or the Storefront.
I see, I think I get it now. In order for me to keep an access to the Market, first I will have to buy something off the market then just be active on it so I do not have to annually buy a game.

That purchase can be adding funds (either via external methods or via Steam Wallet Card/Code), the purchase can be buying some product from the Steam Store, or from the Steam Community Market.
