"Missing file privilege" message and folder denying access

i need help with the situation because for some reason when i try to update h1z1 king of the kill and payday 2 and im getting the message of "missing file privilege"

when i tried to uninstall and reinstall the exact same message pop up and i am unable to install it and when i tried to go to the specific folder that the error pop up mentioned, it showed that access is denied and i am unable do anything to it even though i accessed it as an ADMIN account any help is appreaciated and i would like to thank you gratefully

i have none of those i used to have ccleaner but i removed it a while back

See if it also happens in safe mode (with networking, for obvious reasons).

yup it happened in safe mode too

Next idea: Give yourself (that is your user account) full access privilege on the SteamApps folder. While Steam is closed. Then start Steam and see if that happens again.

i dont know how to do that and the problem that i found is that the folder that specifically related to those 2 games just automatically turned into deny mode and i cant even access it even in administrator mode and i cant do anything to it too

unable to access it beacuse apparently im not an admin when i have full admin access to literally everything else

Again, rightclicl->properties->security. Go from there. There should be a button labeled "advanced" or similar.

it wont let me, i clicked on security and a literal blank screen comes up and i cant do anything at all
