The only time I had slow graphics with looping audio in TF2 (in Linux) was when running an older Linux version that used something called bumblebee to switch between the graphics and it was using the Intel graphics. But in a newer Linux version with nvidia-prime, even the Intel graphics was fast enough to smoothly run TF2 without pausing with sound loop.
In Windows you might need GeForce Experience for hybrid Intel/Nvidia graphics to automatically switch to Nvidia graphics for games. To use Nvidia graphics for minecraft (unrelated to Steam) I set up something in GeForce Experience telling it to use Nvidia with the path to Java (since minecraft is a Java app, but not a game GeForce Experience was aware of).
I don't know if it is using Intel graphics. I assumed that because there was only one option under display drivers that there was only one kind of graphics. I will check that next time I'm at my computer.

We can't help u magically fix this, since it sounds like your GPU is faulty.
When was it purchased?
What is the exact model of the GPU? < If not sure, load u GPU-Z and share the "Device ID"
