its simple not a choise in turn it off then they run out of ipv4 adr decads ago. get your ISP to deal with it and check own update router and netcard driver is update.
same as not be able to communicate with ipv6 then you are turn it off and own ISP use it.
and thats a real senario and tested way back then they introduce it.
thats a ISP issue now or should say your problem to deal with it. ( noone here in right mind dare to say yeah go ahead and turn it off, and if they did still your problem.
I'm not so sure where steam stand in this, with million of steam user screw up own network and cause greef to themself., they might want to hunt every comment down on ipv6 and make a final close post entry and lock them. then million of steam users get into trouble someday.
steam has apox 22million user per hour that 250 to 350 million user per day.
im sure you can see warning all over and alot of angry steam user if 25% complain over it , no network. ( and all previous user comment can tecnicaly get a warning for harmfull reply with turn it off.

Contact own ISP we cant help you, if you dont graps no network, thats actual a huge thing in Asia ipv6 is much more already there. still require all isp in that region has it working, ( segmentented network that mean pocket with network that dont talk with each other )
if other spare pc working then its your pc that has the error. ( this dont fix itself and write here will not help sense Steam is NOT a ISP = Internet Service Provider. )
thats same as get help other place, and why you test with other spare pc you did not configurated and make same mistake.
take a warning with on security and antivirus app that can interference in top of this.
check you have right time and country and use timeserver sync, not a joke.

its not steam job to tell users to have pc update and OS with lifecycle thats active.
and your router or modem if some user have such.

stop added or change things you might not understand "added -tcp" there is no better to use TCP or UDP, both have pro and cons to each depend on app and the way it use data.
you might have have read something that work in some rare case, i can turn that around and say, that place that has such issue, dont understand network at all, then they excluded one protocol over other, or have bad infrastucture network.
last time i see that was africa where TCP over very very long distance and TCP and slow modem is better then UDP. ( so you might actual read on old crappy advice and worst possible case, things have change there, so its still each ISP to know better and help own custommer.
this is fiber today, not sure old ways is relevant at all. ( and user only make more trouble for themself then they do such. )

So the fix for me was to delete every last game off of the hard drive I had just plugged back in. (Again, I had this hard drive out of my PC for a good few months.) You can do this in Steam->Settings->Downloads->Steam Library Folders. That seems to have fixed my specific issue which seems to have the same symptoms of saying there's no internet connection when there is one. Then I cleared the download cache just to be safe and everything works now. Just gotta download those games again.

This post should be locked, ( No network connection from 2017, fat chance that happend ) a total lost post with so many user that think they have same issue over 5 years, alot of mixed up issue with same (no internet connection) is not same as no steam connection, one is a isp issue and other is from isp into steam issue.
