4.Check your Energy plans. Do so by right cklicking onto the battery symbol in the task bar and go to Power plans and then there is a maximum power one which ignores power savings.

I think you should check the updates you've made, windows, drivers (Nvidia, the way it's meant to be ♥♥♥♥♥♥ up...), softwares...
Make sure you're using the right GPU to avoid your laptop using the iGPU of your CPU, which could lead to horrible performances.
In Nvidia parameters you can access from a right-click on the desk => Nvidia control center or something like that => You'll have an option to set to "always use high-end Nvidia processor" or something like that (again...). I think it's the first thing you see when opening parameters, but I can't check it right now, if I'm not clear enough, ask google for a better tutorial. This solve 99% encoutered with laptops.
And I agree that buying a laptop to record gameplay is... Funny. It gets better, but still... I guess you had a good reason, but honestly, when you need something powerful, avoid laptops if possible. You can't upgrade them, quality is often poor, performances are ridiculous compared to desktops, and... They are extremely expensive. Mostly because you'll need a new one in 2-3 years if you want to keep having AAA performances, which will make you buy not only a new CPU/GPU etc, but also, a new screen, a new case, a new keyboard, a new supply... A lot of things you don't really need. This was off-topic, but it's always good to tell.
Also, 300 fps is useless. Like using a nuke to kill that spider in your closets. Useless. Overkill to be more accurate. If your screen can display more than 60 fps, it would be nice. But it won't show more than 140 in the best case, and I doubt this is your case.
I entered the nvidia control panel but i dont have that option. I searched on the internet and i know what you are talking about but my laptop does not show me that option
