You can't refund stuff you didn't buy on Steam.

If you did buy it on Steam, from another country, you may have violated the SSA and you could get your account locked by admitting to such an act in a refund request.

Could've actually been in another country though.

I was in Estonia earlier this week, so it's not like it's completely out of question. Then again, his paranoia of a ban does bring questions.

IF you used a VPN to acquire the game at a lower price that you normally would not have received, you could, but not if you obtained the game through legitimate means and circumstances.
