This sounds like you are watching a YouTube video or streaming/recording yourself.

Maybe unplug your webcam / shut down wrbcam software to start with.

thanks this saved me , it was annoying cause for the longest time i didnt know it was my webcam , geforce shadow play turned my camera on without me knowing lol.
