Can I play games without steam running?
Can I download a game to my computer, and then play it without steam running? Does it always try to boot up steam when I go to play a game I got off of here?

For the most part, no. Some games support running outside Steam, but most games will require to be run through Steam.

Steam needs to run but if you want you can play offline mode :)

Porn is a problem in my home (disagree or not, it is for me). I was just seeing if I could restrict access to steam but still allow games to be played.

Apparently you can find porn on some peoples art pages.

Make sure to report any you find that are actual porn. Valve does remove them.

So why exactly don't you want to use Steam then?
I was just trying to see if I could restrict access to the rest of steam, but still allow for the games to be played.

You can use family view (not family sharing) to restrict access to friends/community. But that does absolutely nothing for someone just using a browser and not being logged in.
