i want to build a gtx 1070 pc that can play titanfall 2 on ultra settings 1080p 60fps. but can't for a cheap price when should i build it?

You don't need a 1070 to do 1080p/60fps...

You could use a 470 and get that performance, just maybe not maxed out. I don't know for sure, I don't play titanfall on pc. But you can get very good performance with the 470 there, no need to even go for a 1060, let alone the 1070

If 1080 60 fps is what you want a 1050 can do that, You could get a 1060 and go ultra on everything

Even a 130$ 1050ti will do 1080p 60fps pretty easily.

You also should understand that you need a reliable power supply, and a decent CURRENT GEN motherboard & CPU.

An RX 480 8GB or GTX 1060 6GB could do that easily.
I'd recommend the 480 over the 1060 since it'll likely have a longer lifespan, but they both perform about the same so just buy whatever is cheapest.

The best time to buy parts for a computer are between early Nov. through late Dec..

i meant on all most demanding games on ultra settings. also i rather have an nvidia card also i want a 7th or 6th gen i7 preferibly a 7th gen and 16gb of ram.

The best time to buy is when something newer is coming out. For CPUs, that's now with AMD Ryzen, and for GPUs that's late this year with AMD's/Nvidia's next generation of GPUs. The problem is the longer you wait to buy, the less time that piece of hardware will maintain it's relative performance advantage and it will likely be trumped by the new stuff. So buy when you need the parts, and only wait if something new is supposed to be released within 1-2 months.

Cpu doesn't matter much ^ so if you've already got a good enough cpu in your current build you may just need a GTX1070.

Ps, consider the Ryzen 1600/1600x too if you need a new cpu.

should i just wait until the fall or winter then to buy the parts?

It's really up to you. If you can afford it and buy now, you can enjoy the PC now. If you wait, you can get something faster with the next generation of GPUs or a 1070 cheaper, but you won't be playing Titanfall 2 until then. You could get a 1060 now, which can easily handle 1080p 60 FPS, and upgrade it when you need better performance. The thing about building computers is there's always something newer and faster coming out, so like I said buy when you need the parts and only consider waiting if something newer that would meet your needs is right around the corner.

A 1070 does that at like 50% usage. As others said if price is an issue a 1050ti or 1060 will prob also do it.
