Im on mobile. Would you extract the link and post it here? Although, the situation is quite clear: The program messed up Windows own scheduling. Either ask the author of the program how to reverse the damage or reset your system.

The whole reason cores are parked is to have some activitiy in the cores.... unparking them doesn't really do much. I never heard of it doing much on the fps side and unparking them basically could result in damaging its lifespan. Your BIOS should have a way to turn back on core parking.
