Downloaded steam game to ISO file

I've been pondering a thought around, I was wondering if you could take a steam game. Bought from the store, paid 100%, game files are in your computer, and if you could take those files to somehow make them into an ISO that you could open on another computer and install and run without steam. For example, instead of getting a second copy of Half Life for a Windows 98 computer, and I have Half Life on steam, could I take those files and make an ISO out of them and actually be able to install on my Windows 98 computer and run (without steam)? I've been looking on the internet for a sort of answer and haven't really found any clear answers relating to my question. Thanks.

You really can't.

You're looking at a whole lot of licensing issues and the main reason why DRM is so widely used.
