If you did not save those codes, well, thats your fault then.
Edit: I see you "lost" all your codes.
Well then you need to get in contact with Steam Support. But you will have to proof that its your account.
Again, contact Steam Support ,give them all the details of your account you have and include some proof that you are the owner. Pictures of serial keys and the like activated on the account.
Also:
Since your phone is just broken you can just take your SIM card out and use it in another phone to get your code.

And click "Get Backup Steam Guard Codes". Put these somewhere safe before proceeding.
Now log out of your current Steam account, and go to:

Click Help, I can't sign in
Click I deleted or lost my Steam Guard Mobile Authenticator
Enter your account name, click Search
Click I no longer have access to this phone number
Click Email an account verification code to **********@******.c**
You can create 30 separate login codes in steam itself later.
