So I got this messages when trying to gift a game:

Notice: Purchases made in Indonesia can only be added to your library if you are in Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, Thailand or Viet Nam.

I want to gift a game from my friend living in Europe, will he be able to add the game into his account?

I don't mind with higher price, as long as I could gift a game to my friend.

Well, you could just buy the game outside of Steam at one of the authorized Steam key reseller shops. Those sell worldwide regionfree keys. Then give your friend that key. Maybe not as nice as sending a Steam Gift but it gets the job done.
Browse around on https://isthereanydeal.com/ for a collection of authorized Steam key resellers.
And STAY AWAY from the shady shops that offer you Steam Gifts to buy. Shops like the one with the 3 letters or the Pinguin one. That is not allowed by the Steam TOS.
