Just make sure the key you buy has no region lock and you should be fine.
If that's the case, you can try and buy keys from g2a, although I'm not sure how trustworthy they are :p
You can buy the keys from online key stores
They don't allow shady key resellers like the one you almost used.
You can see how trustworthy they are based on that you can't see their name.

Unfortunately, Steam isn't exactly famous for its user service -- most of what they do is just for their own benefit. So people tend to believe that wordfiltered "shops" are wordfiltered because Steam sees them as a business threat, rather than a threat to the users. As such, they tend to see this is a positive sign...
Not to mention their money extortion scam which they call Shield, which is just a protection racket and a service that shouldn't need to be paid for in the first place.
They're not filtered because Steam doesn't want some third party seller to make money. They're filtered out because of the TENS OF THOUSANDS and more fraudulent and revoked keys that website has sold.
There are plenty of reliable and trustworthy third party key sellers that aren't censored on the forums:
