Did you use ShutUp10 to do this? It's possible you disabled something with that your really shouldn't have.
Are you installing Steam or other game clients to Program Files? DO NOT do that.
Are you right clicking Steam and clicking Run As Admin each time? You should.
and ive never heard of shutup10
Not sure what you mean with My Games, explain that.
Don't put Steam Client in Program Files, period.
I go into windows 10 settings and disabled it.
ive tried a vpn to connect to the game still dont connect and others can still connect
C:\Games is fine, but what about Steam Client itself?
Don't use a VPN with Steam, ever.
Still wouldnt interfear with world of tanks.
if it lets me download the game but not connect to the servers than what does that mean
Install Steam to C:\Steam or C:\Games\Steam
You can't go installing things to C:\User or the Desktop
Things will never run correctly that way.
And when a new game launches, it eventually should popup in the OS to ask to allow for Windows Firewall, please do that.

install all motherboard chipset drivers and reboot.
if your wifi is via usb dongle, maybe you need to reinstall wifi driver manually before you can begin using it. this is true for me for all cheap 5$ usb wifi devices that i have encountered.
Honestly though, just download the latest Win10, wipe the old OS completely out and start over.
This reset crap and those folks not understanding what to do afterwards, is part of the problem.
Start over with clean OS and very latest Drivers for all hardware.
