I can't change the download location of a game I want to download
So I'm downloading Payday 2 but I don't have enough free space on my drive, so I create a New Steam library on another drive, but I can't figure out how to change the game to download there. every time I try updatin the game it won't go to the top of downloads it will just go to the section saying download not queued. Can someone help me?

Have you set the new Steam library folder as the default? If so, see Solving Download and Game Install Issues.
