How do I remove the trade cool-down and market cool-down?
Recently I switched my steam authenticator from my old phone to my new phone, now I cannot access the steam market for 15 days. I have hovered over the "Remove This Restriction" Tab and it has said;
"To remove this restriction... You must enable Steam Guard on your account. Please ensure that your email is verified and you have logged into your account twice after enabling Steam Guard."

I have already enabled steam guard on my account and logged into my account twice after enabling it...

So my question is why do I still have to wait the 15 day period?

Because for some reason for a few months already, disabling Steam Guard Mobile Authenticator (even if you were to revert it back to e-mail Steam Guard) has had the same penalty as what you'd get upon disabling Steam Guard altogether and re-enabling it.

Sadly, no way around the 15 days wait. I do wish it'll go back to the point it was before where you'd just have holds if you disable SGMA until it's been tied to your account for 7 days (again).

But steam is telling me I can remove it by Verifying my email adress and logging into my account 2 times...

    We require Steam Guard (via email or mobile authenticator) to be enabled for 15 days to help protect your items and Steam Wallet funds from being misused by someone who may have illicitly obtained your password. If you have not had Steam Guard enabled for 15 days, you will be unable to trade or use the Community Market. Accounts that currently have Steam Guard disabled will be unable to trade and use the Community Market.

As ReBoot said, normally you'd have a 7 day period where you have holds on whatever items leave your inventory, but as of late Steam has blocked you from trading and using the Market altogether for those 15 days, because it somehow recognizes the process differently.

Because you can.

Only it will take 15 days once you've done those requirements.
