Enable key repeat for DualShock 4 dpad?

I'm using the new DualShock 4 controller with Steam (non-beta).

I map both my dpad and my left analog stick to the arrow keys. (dpad - radial without overlap)
Strangely, I only get automatic key repeat with the stick. This key repeat is the one you can tweak from the keyboard settings in the Windows Control Panel.

I'd like to have key repeat so that I can have the dpad buttons pressed down to scroll through a webpage, but as of now, I'm stuck with having double mappings for the arrow keys.

Am I missing something here, or is this a bug?

PS. key repeat doesn't work for the X○□△ buttons, either.

Try mapping the D-Pad Up/Down to Page Up/Down

That wouldn't exactly solve the problem. I already have buttons mapped to the Page Up/Down, Home, End keys; I'm trying to map arrow keys with key repeat because I need them specifically.
