Minimum requirements is 4GB of ram. As you have only 4GB of ram it shouldn't be surprising that it is using upto 98%.

40% after restart = just general OS using memory. As more programs, Steam, hdware monitors, voice comms and games well increase the amount used as they are loaded up. The more you load the more usage there will be.

Usage might go up 10%+ when loading a game and continue to increase as it's played. As new parts of the game is stored in your ram it doesn 't remove all of the previously stored data if there is enough ram available. It does this because it may need access to the same data later on. If the data remains in the ram it can be accessed quicker, more effeciently and without needing to use resources to reload the data into memory.

If you don't like it being used near capacity buy more ram.

Edit: you say there was a problem and that it was the high usage but was there an actual error, crash or something?? or is it just the high usage that concerns you?

I GOT THIS, i have 16 gb ram and my dota usage was 98% after an update, drop frame from 140+ to 5-10 frames.I solved this, i made the game run -dx11 and it worked just fine. After the update somehow dota starting in -dx9( for better fps he say) and i think is a problem. I seted in launch options to run always -dx11, also you can go to options/ video and set from there , apply and restart the game .
