40% after restart = just general OS using memory.As more programs, Steam, hdware monitors, voice comms and games well increase the amount used as they are loaded up. The more you load the more usage there will be.
Usage might go up 10%+ when loading a game and continue to increase as it's played. As new parts of the game is stored in your ram it doesn 't remove all of the previously stored data if there is enough ram available. It does this because it may need access to the same data later on. If the data remains in the ram it can be accessed quicker, more effeciently and without needing to use resources to reload the data into memory.
If you don't like it being used near capacity buy more ram.
Edit: you say there was a problem and that it was the high usage but was there an actual error, crash or something?? or is it just the high usage that concerns you?
well until a day ago the pc was fine dota 2 was working normally and it was using a high percentage of 45-55% my memory tho.(total memory 70-75%) but now its going to 98% how is tht? and ya 98% is a prob i cant play the game:D
