Can't Accept Pending Trade Offer

My friend and I both hit Ready to Trade and Make Trade, he confirms the trade in his email, and I get the pending trade offer notification. But when I click on the notification, and hit Respond to Offer, I just get the (25) error every time I try to Accept Offer, telling me there was an "error" and I should try again later. Sending or receiving other trade offers doesn't fix this, waiting several days doesn't fix this, restarting/relogging into Steam doesn't fix this, and canceling and re-sending the trade doesn't fix this. Anyone have any clue what I can do??? It's now taken multiple hours of my time trying to resolve it and I've gotten nowhere.

if both of you using email confirmation only then its have days restriction to get that item

yeah, I'm aware of the hold for the security stuff, but that's not what this is. The notification remains in my bar and when I go to Respond to Offer, I can't click Accept Offer/Make Trade/whatever it says after my trade partner has confirmed through their email. I don't get to the step where I get my email confirming the trade.
