I bought a 4 pack for tabletop simulator on ♥♥♥. My account already had this game I tried activating it and nothing is in my inventory. Wondering if there is some way I can get the key back or just get the gifts.

Nope. You just wasted a 4 pack key.

Steam disallows users to purchase 4-pack on the store if you alread own the game because of the fact that it is abused as people sell them. By purchasing the 4-pack you get the luxury of getting one free and 3 to your friends.

I may be wrong, but won't the key fail to activate, and so still be usable by someone else?

There are no fourpack keys.
He most likely bought a Steam gift item, which can't be activated on his account as he already owns the game.

Whatever your problem is, it's between you and that unauthorized reseller. Valve will not provide ANY support.

OP should attempt to open a new account and try the key again.
