Can I buy a game without installing steam or the game?
My main computer is busted right now, but there's a deal going on for a game I've been wanting but it'll expire before my computer gets back from the shop!

I'm typing this from my laptop, which doesn't have steam or the ability to run the game. Can I still log in and buy the game and then download it on my main computer when it gets back? I know games are tied to the account, but I don't know if I actually need steam to do this or not. I can log in and look at the store, but I don't know what will happen if I select 'buy'. I know I don't seem to be able to access my games on this, but that may just be because I don't have steam on this machine.

Yep, if you log into the steam store from your browser you can just buy the game and it will be added to the account. You can then download it on your computer when you log into the client when you have access to it again.

Actually, I've never bought a game through the Steam client. A proper browser is so much better -- and even though I haven't stored my PayPal password, I still get my EMail address prefilled :-)
