[Question]Can I post Shortened links like shorte.st or ouo.io?

i use "Discussions" to help steam users. Sometime, user get a OS issue. If I have a legal solution(officially free software), I know that I can provide its URL. But the question arises that can I post shortened URL like Shorte.st and adfly?.
Example : {ПРЕМАХНАТА ВРЪЗКА}here

"If you upload virus, you will be banned" Surely it will be..... But these links are just Shortened thus safe. Threat is based on original link which is shortened. So, target file should be safe and legal. am I right?

Adfly, that makes the link display ads that you get paid for right? This is not the reason you should help users and it's against the rules probably. Looks like the same is true for the other site.

Just link the original source of the software. Don't sell clicks of people who need help.

Historically, yes. They are used for nefarious purposes more than not...

is making money wrong? Using ouo.io is legal. If I earn, I will buy steam games. So, it will be better for steam. will not it?
