It's up to the developer to make sure the implementation of Steamworks features, like achievements, is done properly.
Valve does not provide support for third party games as they have no access to the source code of the game, or the knowledge on how to fix issues in it as game are very, very complex having hundreds of thousands of lines of code.

I've been playing Master of Orion since early access. To date, I have logged 590 hours. I continually unlock new achievements with Group Therapy unlocking 18 Mar 2300 hrs 2017. Lately I have been trying to complete the Mastery achievements. I unlocked the Mrrshan Mastery achievement on 07 Oct 1007 hrs 2016. Over the past few weeks, I have completed all the original victory types with the Silicoid and Human, however neither mastery achievement unlocked. I have queried this through forums and general web searches to no avail. The consensus is that some achievements are bugged. I am one of millions of gamer's that attempt to unlock most if not all of a games achievements.
How to we, the players, fix this? If the fix is beyond the player, who do we reach out to, Steam, Wargaming.net, or some other entity?

Thank you for contacting Wargaming Support and it's nice to hear from you.
With regard to your Achievements failing to unlock, we would advice for you to contact Steam regarding this.
As we believe that Achievements are being handled by the client and we don't have access to that client.
I apologize for not being much of a help on this one but I do hope that Steam can give you proper answer to your concern.

Prior to opening my ticket with Wargaming, I went to Steam support. I am unable to find a means of dialog with Steam/Valve. There automated response directs me to Wargaming. Wargaming directs me to Steam.

I apologize however it is best to contact Steam support regarding this issue since it is for the Steam Achievements.

Thank you for the continued dialog. I found the link provided by Haylee Halvorson yesterday while furthering my attempt to find a solution. What I have gleamed from this experience is that Valve/Steam's business model does not care about customer relations. That being said, I will be uninstalling Steam. I will not support a business that refuses to support its customer base. Again, Wargaming.net, thank you for at least providing timely, customer interaction.

Cathulhu, Who do I contact or how to I contact someone, a live person, from SteamWorks to find a solution? I will go to SteamWorks and continue following through, if I have someone I can work with.

So basically, your response is that there is nothing that I or any other gamer may do to facilitate a response let alone a solution. Valve/Steam says its on the game developers to implement Steam achievements through SteamWorks. Wargamers.net, a game developer, says they do not have access to the client and it’s a Valve/Steam issue.
Am I missing something?
I already told you that Wargaming loves to deny responsibility for their screwups.
As previously stated, I followed up with Wargamers.net. The following is their response.

I would like to know where do you see the achievements? Is it within the Steam Client Counter?
Apparently, Steam Achievements are being handled by Steam client.
Wargaming.net is the one who handles in-game issues, like buttons/options not working, Rendering Settings, etc. Anything that happens within the game.
Here would be my suggestions, you may contact Steam forum moderator to get some answers but also get a second option with the Steam Support (as they know how their Client works).
Also here in my end I am going to send this issue to our Developers, (as I might be wrong) just to make sure that we can resolve your issue.
