If you mean buy the game in another Steam Shop with VPN then YES, that will result in a account ban.
Steam considers that fraud.
Just buy the game from an keyshop that sells international Steam keys. Those will work anywhere in the world even if your region does not have the game.

no...we can buy ff12,ff7 and many other japanese company' games, but ff13 locked chinese region, for no reason...
I would be surprised if Amazon sell Steam games to a Chinese address though because they are likely only allowed to sell to .. whatever limited American areas and maybe can't guarantee the game will run or activate in your region if you buy it somewhere else. If I visit Amazon.com with a Swedish adress they would just inform me that they don't sell the game to my region/country.

As long as the adress is American Amazon will of course sell the game but if you aren't going to use/activate the game while in America you still risk not being able to activate the key or being able to run the game.

I don't know if the system may be more allowing with activating a more expensive region key than a cheaper one though. Maybe keys from Europe but maybe also America activate almost everywhere whereas keys from South-America and some parts of East-Asia and CIS nations doesn't activate in the EU or US?

Even if you can get the purchase to pass through and even if you're not banned you risk ending up with a key you can't use. Hopefully if it activates you can play it and if it doesn't maybe you could find someone else who want to take it instead.

Again, just buy the game from one of the stores listed in the link i gave above. All those shop sell regionfree steam keys. Final Fantasy 13 is not regionlocked its just not available in your shop region.
That is a big difference. You can still activate a normal key for the game.
I done that dozens of times with games that are not available here in Germany because of violence or something else. Those keys still activate normally even if you cant buy the game here.

I wonder if that one activates in China or not, the webpage doesn't say anything specifically and I guess on GMG maybe any address is fine.
So maybe try there rather than on Amazon at-least if the price is the same / as good?

Do you wan the best price ever or is current prices just fine? I assume it's been discounted before and will be again for a lower price.

I assume _IF_ GMG allow you to buy the game and _IF_ their webpage make a claim which seem to suggest you'd get Chinese text then IF it doesn't work and doesn't give you Chinese text then maybe you could ask them for a refund and actually get that. I don't know if the language claim could be a reason even if the key activates. I don't know if the game will have Chinese text or not.

Of course maybe it's better you do as Ogami said and visit isthereanydeal.com and let it set / set the region to the one you actually are on than going with mine which happen to be EU1 and see for yourself :), maybe there's better prices closer to where you are than GMG and French Gamesplanet :). Personally I feel like the game likely should be cheaper in the Chinese market than the EU market.
