Although the offline mode does work, if you do it in advance, or not, it will/should just tell you there is no connection and you're away.
Make sure all games you want to play are fully updated and have been launched at least once.
Turn offline mode on.
That's how it works. Do it before you actually go.
I did all of that way before, when I had to go (1 year ago or so) and it did not work. The games asked me to login to my Steam, to let the Offline Mode to work.
Every game tries to launch Steam.
Or you could connect like normal, then click The Steam in the upper left corner and say go offline. Then the next time you run Steam it will stay offline (I think - not completly sure about this one since I always do the first way).
Steam asks me to have an internet connection,to play the game without the internet connection.So yeah,it's nullifying itself,basically.
Offline mode doesn't really work,because it wants me to be online at all times for offline to work.
What games are you trying to test?
Some games require a connection to the internet.
You don't need interent to do it. I just tested it.
Close Steam > Unplug network cable/disable wifi > Load steam >
'error can't connect 2 options. Try again or start in offline mode > Start in offline mode > Library > Load game
Edit: finishing post as I cut it short due to visitors and general tweaking.
I know this works as as I've just followed the above steps and loaded up Batman Arkham City without a problem.
Batman: Arkham Knight wanted me to have steam in online mode and run the game. Once I ran game in Online mode once it worked when Steam was in offline mode. I have ran the game before but not for several months so there is a time restriction that means it needs a connection every x days/months.
You will need to test which games allow you to play in offline mode/don't need a connection to run. I suggest that you run every game you want to play, that does work, the day before you leave to reduce the risk of game needing an internet connection while your away.
Right click the Steam's icon -> Open folder's location -> steamapps -> common -> -wich app you want to run without steam- -> -find the .exe file that runs your game- -> create a shortcut
