An error occurred while updating Team Fortress 2 (missing update files)

Recently I had received notice of an update for tf2. So, naturally I updated. After updating I am met with error upon launching tf2.

An error occurred while updating Team Fortress 2 (missing update files) :
C:\Program Files (x86)\Steam\steamapps\downloading\440\bin\vbspinfo.exe

I've tried Reinstalling tf2, Reinstalling Steam, and Verifying integrity of game files. Note that none of my anti-virus programs interfere with tf2. If anyone has any knowledge about this it would be greatly appreciated.

I have a simmular problem like you do.when i try run tf2 its stays on 100% for a little bit and the says (missing update files) it has to do with height2normal.exe googled it but no help.Can anybody help me?and height2normal.exe is in tf2 bin if u dont know where it is

lol, this was posted a while ago. Verify integrity of your files, delete local game content, disable all anti-virus programs, and then re-install.

Fixed the whole "Missing Update Files" problem. If it still persists contact steam support.

i have the same issue. tf2 worked until a year ago, and it just... broke. i tried with steam support but they were unable to help me...
