What I can recommend is deleting all local content from the steam library and by then go over to your steam/steamapps/common and remove the specific folders, then re-install the game itself all over again (And try not to stop the progress).
It that ain't help, you also can go over to the steam support and create a ticket.

I even did a fresh install of windows and fresh install of steam. Any ideas on why this is happening?
The response from Steam tech support is there is nothing wrong their end and I need to contact a local IT expert to fix my issue.
ps.
either you know orther post with exatly same issue as OP now ask, we are not in controll over content thats game devs and steam do in how things works now. im not sure steam want a keep recehck everything everytime then patch is done in the game. only they know what cause this.
make steam support ticket , no ticket then steam dont have a problem.
IT company works like that today.
ps.
change account is another game validation issue, its seen before things or not same maybe this is a clue i just recall, but not all steam user have 2 steam account so things still dont add up here.
