Paysafe does not appear to be a Steam Wallet code if that's what you're asking. A quick google search shows Paysafe is sort of comparable to Paypal, but it is an online prepaid payment method that allows people to make payments online. I don't know if it is region locked or not based on the code, but it is a possibility. If he gave you a paysafe code, you might need a paysafe account to redeem it, and then transfer it to your paypal account. There are videos on how to do this.
