Content Servers Unreachable problem is preventing any download of any game.

I can't play any game i need to download because the servers are unreachable.
I tried every solution i've found online (antivirus deactivation, steam reinstalling, changing download region, etc), except disk formatting.
Anyone got ideas on how to fix this problem? it's so annoying cause i spend money and i get nothing back.
EDIT: at certain moments it starts downloading for like 1 hour (once a week)

How do i do that? Entering the IP on chrome?

For anyone using Vodafone as provider, disable that ♥♥♥♥♥♥ Rete Sicura, it'll work!!
