Steam for Game Cafe...
Hello, i have 50+ pcs running Steam, and people just uninstall or install games on the steam, how can i disable this feature? and how can I share games that I own to my Steam Pcs?

You sound like an accident waiting to happen. Best solution for the first problem would be to stand behind every single user and give them a slap on the wrist. The second could be done by family sharing. Which could get you VACed if someone decided to cheat.

Can I share my Paid games like CS:GO to these players when they login in my PCs? can only play in my Cafe?

No... You can't share games in cafe, each user has to sign on to their own account. you can family share, but only 1 person can play a family share game at a time, and that person can't use their account at that time/etc.
