Not "anyone". It has to be a some sort of guy who knows how to code. It can be easily done with console i guess. But dont worry. There is not many people who can do that and also there is not a people who will abuse that.

To answer the second part of your question, there's nothing they can do to you just by knowing "your" I.P. address. I.P. addresses are not unique, and often a simple restart of your router will change it.

i told my dad my wifi is slow so he restarted my router :)

Yes they are. They're just not specific to one person or device; they can be passed around, but only one person or device gets to use it at a time. So there's only one device using each one, but if it stops, another device can use it. It's like a costume in a play, only one person can wear it at a time but anyone can put it on.

It's like your house address, except for your computer and not your house, so people can show up on your computer but if they don't have a key (user password) or you don't let them in (hosting a server of some sort), they can't really do much.

basically you're fine it's not a security risk, the "yes it's dangerous" person is a troll or doesn't know what they're talking about

You have nothing to worry about. Simply block them and move on. If they're breaking any Steam rules, report them.

That's what I meant by unique, that there's not one I.P. address per person.

Same happened to me, they are just trolls who like to make empty threats in most cases they will say the following or something similar "blah blah blah ill ddos u unless insert random request(like asking for inventory items)". Just report them and block them.
