CAN'T UPDATE GAMES: 0 bytes/s on disk usage

So all my games in steam couldn't be updated. Network usage is the same as usual, but my disk usage (the green line in the graph in steam downloads) is 0 bytes/s. I can't play! Any help? I tried changing my download region and restarted steam many times already, nothing helps.

i experienced this today in dota 2, but it works fine now. what i did was go to steam (upper left menu) then settings then clear download cache. steam will restart but dont login yet. restart your pc or laptop then login again. go to your game and choose 'play' (whatever corresponds to your game) instead of the 'manage downloads.' hope this helps D:

Same issue here, I have tried every troubleshooting combination possible and restarted download about 10 times and trying to install Crusader Kings II gets stuck at 923.4 mb/1.2 gb every single time. Network activity keeps up by disk usage crashes to 0 bytes/second.....so annoying!
