How to change download speed for download time estimates
This gets set when you take the steam hardware survey per http://steamcommunity.com/discussions/forum/1/864972620819661859

I figured out how to change this without waiting for the next hardware survey, but I was unable to post a reply on the original thread as it was locked. Here's how you can change your download speed (as far as I know, this only affects download time estimates when you initially try to install a game)

  1. Perform a speed test[www.google.com]
  2. Convert the result into bits per second[www.kylesconverter.com]
  3. Quit steam
  4. Open steam preferences folder. On Mac this is next to steamapps in ~/Library/Application Support/Steam/config
  5. Open config.vdf in a plain text editor like Visual Studio Code or Notepad
  6. Find the line that says
    RecentDownloadRate
    and change the number to your download speed in bits per second
  7. Save the file, start steam, and enjoy!

I think all you can do with download rate setting is add a throttle to your existing bandwidth. In addition this setting doesn't appear to impact download time estimates.

so what does this do other than that? You can't manufacture bandwidth out of nothing.

btw, the bandwidth setting does affect the download time estimates. At least it did last time I checked...

This lets you set the bandwidth used for download estimates during the install wizard without having to wait to re-take the hardware survey. I'd rather leave the bandwidth setting at "no limit" but have those estimates be more accurate to my new D/L speed which is a lot faster than last time I took the hardware survey.
I haven't had to re-take the hardware survey ever, for changing bandwidth for my family's multiple computers and accounts. I do it all the time....

Thanks this helped. Only thing that is wrong or that might have changed is that it actually is in bytes not in bits. So whatever measurement your results are in convert them to bytes to get correct results. converting to bits will result in a X8 difference (faster) estimated time. Or maybe I did something wrong :D
