Nier Automata and other Platinum Games not available in SEA region

Is there any way/ help to make the devs or valves unlock these games to be available for SEA region? Also it kinda confused me that a bunch of games that clearly more mature and gory are available but not with Platinum games especially Metal Gear Rising and newly released Nier Automata.
Will making a petition help this situation?

Yeah I found it strange that there's still no Nier Automata (PC) for SEA. I have it on my PS4 Pro it's such a great game I planned to pre-order it through Steam but alas it seems that someone somewhere has made a very bad decision here.
