PC Gaming Wiki suggests the game is Steam only, but I've found images of the game with a Games for Windows Live logo, suggesting that all copies may not in fact be Steam copies.
"Games for Windows" does not mean it is using GFWL. If it literally says "LIVE", then it uses GFWL.
Even my The Elder Scrolls V: Skyrim retail box says "Games for Windows" on box art, but it required Steam to play.

I would not waste time with other tries. Bring it back and tell them that there is this problem with their boxes.
My husband is having the same issue and we can't seem to figure out how to contact game support, just keep getting dead links or rerouted to a trailer for the game. I'm pulling out my hair, can you please tell us how you contacted support? Thanks!
Here is the link someone posted for me, and it worked. It took about a week for them to respond back with a cd-key for me to use.
