SHORTCUTS.VDF MISSING
when i try to go into steam then userdata then my id # then config folder in order to make the shortcuts file for my non steam games read only so steam wont delete them everytime i close out of steam the file isnt there at all ? so im having a whole other set of issues then where is this file because all of my nonsteam games are currently in my library so im confused where i can find it?

I have same issue! I DO NOT HAVE A shortcuts.vdf folder at all!

try reinstalling steam that worked for me

I started wrestling with this issue after reformatting and installing Steam fresh. All I had to do was steal a shortcuts.vdf folder from a different computer, pasted it in mine. Then I went through and deleted all the entries. But now when I close steam, they save! I hope this helps.
