Please HELP! Download 80% to 0% after Clear cache

I got an error corrupted download and i follow the steam guide that i must clear cache to continue download and then it goes to 0% all 0% including 0% bytes/current 0%bytes peaks 0%bytes total 0%bytes disk usage..

I have internet 5 mbps. only 1 gb far from complete download pls help me i want to play this game

after that when i download or installing CS GO it stuck on 0% waited for 1 hour still stuck at 0%

You already deleted game files.

reboot \ reset router
on pc
run cmd.exe as Administrator, type and run:
ipconfig /all >c:\ipconfig.txt
ipconfig /flushdns
ipconfig /release
timeout /t 120
ipconfig /renew
netsh int ipv4 reset >c:\resetlog4.txt
netsh int ipv6 reset >c:\resetlog6.txt
netsh winsock show catalog >c:\winsock.txt
netsh winsock reset catalog
reboot

Run Steam as Administrator, Steam - Settings - Downloads - Clear downloads cache
then CSGO - Install game (if it's gray in library) or CSGO - Settings - Local files - Check game files cache integrity

Because by deleting the cache, you deleted the progress.

The rest is just there to fix the issue with the download getting stuck.

Let's recapitulate:
1) You remove the download while it's still going
2) You necro an old thread
3) You complain about the removed download

What did you expect would happen?
