New privacy settings. If someone people haven't changed this yet, it may cause problems inviting others as you're not being shown as ingame, therefore the invite doesn't work.
Only 1 person needs to set the correct setting, because invite only works if you're shown ingame. People that don't have this privacy setting still can accept invites. Not sure if steam is bugged with the TF2 party mode with this new setting. You should go to TF2 forums for that.

It was reported as a bug by a developer and they're aware of this.
Nonetheless, attempt to change your privacy settings as specified above.
