Hello, I have a problem : brother's wife gave me for my birthday Half Life 2 Pack. However, I am living in France, and I cannot activate or play this game.

I have 2 questions :
- Why this game is confined to this part of world ?
- What can I do to activate this game, and play it, in France ?

It is the first time I see this practice. It is very surprising.

Countries like Russia, China, and Brazil get games significantly cheaper than the rest of the world. Game developers don't want people from outside those regions paying the cheaper price.

- What can I do to activate this game, and play it, in France ?

You would need to purchase your own copy in France, or purchase a ROW (Rest of World) key.

There is no way to convert the gift to another region. You would need to purchase an entirely new copy of the game.

Steam has different prices in different regions. The intention is to sell games at a price that is affordable for each market, so russian prices are cheaper then EU prices for instance. The idea being to compensate for wage levels and exchange rates.

A few years ago people were buying games in the cheapest regions and selling them in the expensive regions, on a quite large scale. That couldn't continue, so Steam stopped gifting from cheap regions to the common "expensive region".

The game you recevied can not be activated inside the EU, so you should give it to someone in Russia. If it was bought no longer than 14 days ago the buyer could apply for a refund instead.
