Countries like Russia, China, and Brazil get games significantly cheaper than the rest of the world. Game developers don't want people from outside those regions paying the cheaper price.
You would need to purchase your own copy in France, or purchase a ROW (Rest of World) key.
May I complete the price of Russia Key to Rest of World or I need to pay a new game. I prefer the first option (this is a gift .......).

A few years ago people were buying games in the cheapest regions and selling them in the expensive regions, on a quite large scale. That couldn't continue, so Steam stopped gifting from cheap regions to the common "expensive region".
The game you recevied can not be activated inside the EU, so you should give it to someone in Russia. If it was bought no longer than 14 days ago the buyer could apply for a refund instead.
